On October 21, 2025 at the Belarusian State University of Physical Culture, an official meeting was held with a delegation of the Talent Education Charitable Foundation (TECF), the purpose of which was to discuss the prospects of bilateral cooperation within the framework of the international educational program «Talent Development Project».

The «Talent Development Project» program has been implemented since 2019 with the support of the Ministry of Education of the Republic of Belarus and is aimed at developing academic exchange between Belarus and the People’s Republic of China. Over six years of its implementation, more than 500 Chinese students have received higher education in Belarusian universities, including bachelor’s degrees, master’s degrees and PhD. The initiative received broad support from Belarusian state structures, including the Ministry of Education and the Embassy of the Republic of Belarus in China.

During the visit to BSUPC, representatives of the Chinese side expressed interest in expanding cooperation with the university, including training students for bachelor and master’s programs, development of academic exchanges, as well as implementation of joint cultural and sports projects.



The meeting was attended by representatives of the university’s management: first vice-rector Vladimir Vladimirovich Klinov, vice-rector for academic work Galina Ivanova Bashlakova and head of the international relations department Oksana Olegovna Gunich. The Chinese delegation was represented by the Secretary-General of the Foundation, the Director of the Managing Committee, Tian Di, and a member of the International Cooperation Department, Ekaterina Alexandrovna Ignatyeva, who also served as translator.


At the beginning of the meeting, Vladimir Vladimirovich Klinov gave a presentation in which he detailed about the structure and mission of the university, its educational opportunities, realized international projects, scientific activities and sports infrastructure. He stressed the readiness of the university to expand international cooperation and participation in initiatives aimed at strengthening educational ties between Belarus and China.

In response, the Chinese side showed a presentation on the activities of the TECF fund, its key areas of work, implemented projects and experience of cooperation with Belarusian universities. Current issues related to the organization of education for citizens of the People’s Republic of China in BSUPC, including adaptation of educational programs, language support and cultural integration were discussed.



Special attention was paid to the information presence of the university in the media space. The parties discussed the possibility of expanding the coverage of the activities of BSUPC on Chinese and Belarusian television with the support of the fund, which will increase the recognition of the university among potential foreign applicants and partners.
The project to establish a joint BSUPC-based Martial arts Centre was also considered. The center will be a platform for popularizing Chinese culture, developing sports skills and holding international events, including master classes, competitions and scientific conferences.




As a result of the meeting, an official cooperation agreement was signed between BSUPC and the Talent Education Charitable Foundation. The document confirms the parties’ intentions to implement joint educational and cultural initiatives and opens a new stage of fruitful cooperation aimed at strengthening Belarusian-Chinese relations in higher education and sports.
